Mass E-Mailing

I have approximately 3 million email addresses that I would like to have sent. All of the email addresses will receive the same email. The Email that is to be sent, I will create, which is all text. I need these emails sent out over a period of 3 weeks. This is a recurring monthly project. Please let us know if you have a User Interface that I can "VIEW" to monitor the results. I do not wish to configure the setting up of the mailing, that would be your job to do, but I would like to view the results if possible All emails must be in accordance with the Can Spam Act. End
