i just built a workstation monitoring system a few weeks ago, that records video if motion is detected and im sure i can mod that to work for your project. the controlling relay part is pretty straight forward and easy, and i would also like to know how would you like to control/ monitor this project, a webinterface maybe ?

I developed many monitoring projects using raspberry and beagle-bone. I should be able to help you with this. There is another way to do same thing though if you are interested to know..

I prefer to use R pi as you included a camera Well, just gave me a server and ip address where I ll send all data is needed

I can build the system for you within 10 days. according to your requirement raspberry pi will be the best option. you can use rpi zero also. I will provide the codes, connection diagram, and a basic documentation.

If you are looking for something that's expandable, I would highly suggest going with the Pi. As for what you'd need; if this stuff isn't USB, you may or may not need a GPIO compatible solution. It also has ethernet, and runs Linux.
