From my understanding you require a Windows application that will run on Windows 7 and 8.1. This application needs to monitor an external HTTP URL and check for changes. There are multiple changes that can occur including an entry that can be added to a list - depending on the change that occurs, a noise is required to be played through the system the application is being ran on.
