Need a civil engineer who can determine if a proposed project can legally cover over a seasonal lagoon and pump water out to an overburdened city sewer drainage system

There are 9 adjacent property owners who strongly object to this proposed development for a number of reasons, but the most pressing is the water issue. We live or own properties in a designated hazardous flood zone in Burlingame. A recently sold SFR property on a R2 lot has a proposed 6 bedroom additional residence with two additional single bed ADU units to be added to an existing 2 bedroom 2 bath residence. The new construction is planned to be built over a seasonal lagoon that floods every year. This natural lagoon is the catch basin for the Sanchez and Terrance Creek watersheds and it floods the back yards of at least nine properties that border along with the city of Burlingame’s easement between the properties. The hazardous flood zone is the low point east othat f El Camino Real, west of California drive and between Broadway and Burlingame Ave. with the intersection of Hillcrest, Paloma and Laguna being ground zero for serious flooding. Pumping water from the lagoon into the current storm drainage is not an option as this area floods already. Looking for a CE that is willing to assess the situation and give us an opinion as to whether or not this project is feasible or even legal to build…knowing it will impact the water flow onto other neighboring properties
