[web] C3 chart customization

C3 chart must be customized in terms of look which should be quite easy for an experienced developer. There are two thing to change: - Legend must be top center. This one partly solved, however on smaller display, the position is out of screen. - on the X axis, there should be an Region solution. There is an example for this on the c3 website, but that is not responsive. We need a chart with regions and the datapoints must be in the middle of the region regardless of screen size. Notable parameters we use: - rotated labels - chart type: timeseries - format: '%d / %m / %Y' - culling: false - fit: true If necessary, we can user other chart type (inside c3, so not timeseries) for the regions.
