Excel Algorithim - Inventory Management

We need to translate an algorithim from a research paper (attached) into excel. It describes a method for calculating order quantities to be allocated in full truckloads, in a multi-item periodic replenishment policy. It should not be a difficult task for someone with good statistics knowledge. The excel algorithim should process some given input values, some of which would be "fixed" and some should be retrieved dinamically from a secure server and then it should produce an output text file with a pre-specified format, with N fields with | as a separator. This text file would be imported to our secure server periodically in order to update certain data fields. Thanks,
