Website needed, professional looking *QUICKLY*

I need for the bidder on my project to create a website from scratch that looks similar to this one. I will fill in the details and writing information once the website work is started. www . polaraircargo. com simple yet very professional looking without sounds or crazy grafix... to be loaded up quickly by most pcs and do what a business website is supposed to do. the subpages of the main page can be similar with some exceptions....the main page and banners are the main part it should work....as well as a few 2-3 forms that customers can fill out and it arrives my email to my email (php probably) i have the website name picked and reserved so all you need to do is work on this once you win and email me the folder for me to upload and see how it looks. Once completed and tested in IE and FFox then the money will be released. Also need a nice company logo, (plz not a generic log but a prof logo to be used for a few years at least) I can make a generic log but i want a pro at this job. I know some html and i will be doing the uploading and rearranging of the files on the website root via ftp...but if its much easier i can let the website builder do this temporarily till its done. So, again need a website to look like the one above, NOT identical or the same, as it should be original but colors easy on the eyes. Also i would like the following in the main page, maybe on the bottom or middle...important I would like a map of the world and arrows going from one city to others in other continents...example. arrow from Miami to south Africa. a few cities and the arrows should go in animated fashion from beginning to the end... then repeat after some seconds. (flash most likely will be needed on this) basically to show the cargo routes from one city to the next...maybe 10-20 total arrows of routes are needed. BID as i am not going to let this go for weeks rather than for only a few days.
