Customize a WordPress Login Page

I would like to customize my websites WordPress Login page to include: 1) Custom page background from an image; 2) My website logo in the center above the login frame; 3) to the left of the logo and login frame, I would like to show 9 photo placeholder in a gallery/carousel that: randomly pulls photos from membership profile photos at 9 different times (in other words, I only want one photo at a time to change, in a random pattern at 3 second intervals, each changing in random order; 4) to the right of the logo/login and in the same dimensions as the photo gallery on the left, I would like an iframe in which predetermined photos, videos, swf, etc. can be programmed to play automatically and randomly, but with the option of setting the order if desired); 5) above the right-side iframe I would like a scrolling marquee, from right to left, with the ability to change the text and the font styles, etc.; 6) below the right-side iframe I would like a text box with a slogan that can be changed (no marquee); 7) I would also like the 2 standard Wordpress options below the login box which allow the visitor to REGISTER or retrieve his/her FORGOTTEN PASSWORD (note: on the standard WordPress Login these 2 options are not very obvious ... I would like to be somewhat larger, but with nice design style) 8) Finally, I would like to hire a Freelancer who has customized at least 20 or more such WordPress login pages, and I would like to see their live examples. I have attached a partial very rough mock-up of what I would like to see, but a few of the items above will have to be added. I would also hope to find a Freelancer who has some creativity and an eye for design, and who can take the idea in my mockup photo and make it look crisp and "cool" (without getting too far from the rough idea). I have also included a logo photo and the photo for the background. This is a straight forward project for someone with such experience, involving only 1 page. I need it completed within a few days, or no payment.
