Member Website with Image Submission and Social Networking Capability

I want to create a website that allows members to upload jpeg images, one at a time, from their computer or social network site (ie: facebook, photobucket, etc) to a specific folder on my server. The images need to be tagged according to member account information so I can upload them back to their member page, after processing and retouching them, and they can then download the resulting images. [login to view URL] is an existing website that contains an example of this. Membership to the site will be subscription based and utilize paypal's recurring payment option (unless there are better alternatives). In addition, I would like to enable members with the option of posting their images to a gallery that they can share with other members. The site will also need a forum where members can access and post text and images.
