Automated trading -- 2

I would like have some alerts used as the trigger for an autotraded system. Trades could come in through text or telegram. They could be crypto/forex trades or be options trades. I would like to apply the Kelly criterion based on the analysts’ daily/weekly/monthly win rate (either dynamically through a site, or have it so I can input the criteria weekly). Options trades could come in multiple variations (long calls or puts, ratios, diagonals, spreads, etc). I would like to have a dynamic trailing stop loss implemented on each trade (as volatility increases, increase the percentage of trailing) with a maximum of 30% loss allowed initially and then once profitable, the break even price including commissions is the lowest it could go. If it is a spread and one side is executed, the entire position should be closed. If the alert shows a close at a profit, the position size should be reduced by 75%, with the other 25% remaining option utilizing a trailing stop loss percentage should be reduced to 1% if lower volatility and 2% if higher volatility. I would it to be automatically traded and monitored. My preferred broker is IBKR for options and Oanda and IG for forex but would like it to be made extensible for other platforms as well in the future easily and cheaply. I am open to other trading platforms as well. If it is a forex crypto trade, it has to go to the correct broker, vs options going to another broker. The system must keep an overall metrics of each trade, the analyst who made the recommendation, and be able to use that information for position sizing. The system must be able to calculate the account size and used/available margin for risk management, provide basic trade metrics (win rate, loss, risk:reward, sharpe ratio, CAGR, number of wins/loss in a row, etc). This should preferably be a cloud based system (utilizing microservices and containers) but if a lower cost option is available using a VPS or IaaS, I am open to it. It should be able to run independently (without multiple log ins or using MFA). I expect to see a high level estimate and timeline, the cost of integration per broker and the cost of integrating additional brokers. I would like a fixed price bid. I have several other alerts and systems I would like to have coded, so the code should be modular to be reused easily. Please provide any additional cost estimates required (cost of the server for running it in production) or any other components (like Twilio or Alpaca). Lower development cost and time, and lower production monthly operating costs are the biggest vendor decision criteria. You are not limited by the budget I set. But lower cost bids will get preference.
