Develop a weather app with google map integration

I need someone who can create an iphone weather application. The app would use the phones GPS to get a lock on users location. Downloads the street view of the picture of the location and display it together with the proposed weather(Might use googles street view app) maybe requires the phone to have this app. For example, If a person is in the stadium in machester. it downloads the stadium picture and uses it as a background, then if its about to rain. it mimes rain drops on the stadium. Giving a graphical representation of the weather condition. I am just going to place a price range but you can bid more than my range. Also be specific of the time frame of getting it done. And i would need the app for other operating systems in time Would this be possible? Thanks
