iOS Config Profile to allow connection to Bluecoat Threatpulse Service

Project Description: Our company uses multiple iOS devices and we desire to be able to project them via the global proxy settings within the iOS configuration and setup option. The reason for this desire is the ability to be able to “lock down the device” with a password protected setting. Bluecoat has an option to enroll a device via their online portal – this creates a VPN connection but the connection is dependent on the end-user not removing the profile or the end-user. This defeats the purpose of being able to connect the device. If a method can be determined to lock-down this profile such that the end user can not un-enroll this could potentially be acceptable. We are asking for the development of a better way to connect to protect our iOS devices. Ideally this would be through a profile developed in Apple Configurator or iPhone Configuration Utility. Ideal solution is as follows: A global proxy type setting which would forward traffic on the device to the Threatpulse service. This service would allow the end-user to use all applications such as Safari and have a protected seemless experience. The profile has the ability to be locked down via a password which the end-user can enter to remove as required.
