Hello, I have a good experience to make a video chatting app. Please check out my portfolio. Recently I have finished video chatting app by using Linphone SDK (GPL) and XMPP Framework. I believe I'm a 100% exact person for your project. By the way, I wonder if your budget is per a day or per a week or total. If it's total budget, it's impossible cost to make a video chatting client. If you'd like to make both version of iOS and Android, this budget is impossible^2. Not a simply video chatting features, but also you need flexible UI for various device resolution. So it's not simple app. Also you need at least 2 months for completing both versions.
