Expert C# Programmer Needed

I'm looking for a top individual EXPERT C# programmer (not a company) with fluent spoken English to help finish building a cutting-edge internet analysis software suite (it contains internet connection and IP address monitoring, top-notch ping, traceroute, and netstat functionality) as well as the domain/ip whois and geolocation capabilty. There are a couple of big new features left to create as well as a lot of fine-tuning of all of these amazing features and a visual improvement of the UI. We will also be able placing some of the program's functionality onto our website a lot of which will go through our server's Web service. I will be hiring someone in the next couple days to replace my current freelance programmer who has been offered a two year job position with a guaranteed salary that he unfortunately could not pass up. It was a pleasure working with him and I'm sad to see him go. He's done an excellent job and you will be taking over his work. I am looking for an individual that is very capable to learn and master someone else's code, is very efficient with his time and executing tasks, versatile (can handle programming new types of programs he may not have experience with), and creative/great at problem-solving and finding solutions to obstacles. I would ask that you try to be as reasonably-priced as possible because I have a lot of work to hire you for on a limited budget. I would also ask that you have a lot of availability (preferably 40 hours or more per week) and the capability to have voice calls on Skype. I am very flexible with the hours of your schedule, but I do expect that you be very efficient with your time and honest and accurate about your hours worked. If I find the right candidate, this job could be a very long-term position (months and possibly years). I anticipate this job will be at the absolute very least a two-to-three month project with work to do every day, and very possibly a 4-5 month+ project. First and foremost, you must be VERY skilled with C#, and I would like you to have good experience with web services (our c# software interacts with our remote server via a web service in order to retrieve the particular data that our users request through our software). The software will also need to be changed to a secure, paid software which, if you have the free version, offers only limited capabilities/(requests per day); so if you have some idea about limiting functionality based on account subscription level, and creating a secure software licensing system, that would be a plus. If you could help with the backend of our websites' development to make some of the functions our software performs accessible through our website (by accessing our sever's web service), that would also be great. Overall, if you are talented, creative, quick, sharp, efficient with time, and a good English speaker with at least 25 hours free a week or more, I would love to hear from you. The most important skill sets for this position are C# and WCF/SOAP. If you also have experience in MySQL, node.js, ASP.net, C++, or ZeroMQ, that would be a plus, but not totally necessary, first and foremost requirement is that you be a genius with C# and web services.
