Full Business directory + extra services

I would like a business directory built/made from scratch which allows me to franchise/rent off each area. I would like the ability to offer a member / person the ability to purchase/lease any area so the can ineffect run a local business directory with their own admin area. and change the prices / info at their descretion The Main admin area must also be amended so i could pick an area and edit or ALL areas and edit..Everything must be editable from all admins and everthing also must be search able. Lots of add-ons programs to include: A local 'Whats on' Area,(each area has its own etc) A Local Property for Sale/estate agent area A Local jobs Available/wanted area A Local Freeads/classifieds Area Local Weather / News /cinema/horoscopes / Useful numbers / About 'Local Area' pages personalised for each area (a page which gives further information and images about the local area) & Useful Info page Local Games & fun Area A Local Shopping Area (script provided for this..just needs a little alteration to blend into website) Ask/Answer a Question Area (have a script that may do this) Dating & chat areas Clipart & Images area Recipes area **PLEASE read the Attachment as well. ** Must be written in PHP and 1 Mysql Database The header/images of the website on the entire site must come from 1 file.. eg the Nmae of the website etc.. & the entire website to have search engine friendly urlS and meta-tags PLEASE NOTE. i have been asked to pay a % up front or after a specific time by a few coders in the past.. I will NOT pay a deposit or percentage upfront ..
