Create/modify Wordpress theme

Hi I am the webmaster of [login to view URL], which is the site for the official Newcastle United supporter club in Norway. We currently have Joomla, but I have already installed WordPress on the server and I have also already made a sketch over how I want the new theme to look like: <[login to view URL]> **I am looking for someone with good WordPress knowledge and skills who can create a new theme similar to my sketch or edit a free theme so it looks the same with the different widgets and adverts where I want them.** For example, I want a big advert above our logo, as well as in all the right column. I also want a "Featured content" box under the logo and dropdown menu. My rough layout is based on the free fashion(!) template "The Stars", which can be used as it probably will save some time. Please take a look at the sketch and see if you can make a theme like that (the banner is already made). I reckon it will take about 5-10 hours work, and I will pay about $100. Possibly a little more if you are willing to fix some minor things in the design apart from the main layout.
