Design and build member website

I want to launch a website. It will be a members site and will feature: 1. The site will be about 4 or 5 pages which will promote our product and invite clients to apply for membership, with a monthly fee payable. 2. The site will have a blog section. I want to be able to post to the blog directly from [login to view URL] or equivalent as required, the blog will be update automatically on the site, and members will be notified by email of each new blog posting. Members and prospective members will be able to access the blog after registering their email address and receiving a password. I require the website to be designed and built, must be on wordpress platform,and it must incoprporate aweber or similar to manage the client database, both for subscribers and registered users. The back end should be able to manage subscribers and prospective subscribers, charging monthly subscription fees and sending out fortnightly newsletters. Successful completion of this project will result in further work - we have other sites in the pipeline and there will be ongoing work available.
