MobileLocation Tracker and Analyzer (based on GEO Data/Logs)

I want to have a webbased application to monitor mobile telephones all around the world and track their location (Country / Network they are logged in), detect if they have changed their SIM card (because I see the serial number used of the SIM card / IMSI NR) or if they have a so called DUAL-SIM contract (where a person has the same number, but has different phones and can log in with different mobile-devices into the GSM/UMTS/CDMA network) or if the phone is switched off - or if it´s on - or just all kind of information I can get by having access to the world´s cellphone-networks and their HLR´s (HOME LOCATION REGISTERs / servers where user data are stored)... The data query is very simle and I have a documentation for it. It is just webbased and if you know how to write PHP then you easily can use the gateway-server we have access to and query the world´s mobile networks... I also want (that it looks somehow nice) our application has a world-map with all countries and when you click on the list of monitored numbers (cellphone numbers) to one entry, the network/worldmap should show which country is currently active and change the colour of that country... maybe you even can make some visualization flash fun and show a moving mobile phone how it is moving from one country to another and mark the way / route the mobile phone had in the past... The concept should be like this: - List of monitored numbers - Networks all around the world - countries Functions: Add number to be monitored - for how long ? - one time look up ? - or ongoing trace ? (like query every XX mintes) * Record: - when a phone was online - when SMS memory was full - when SIM card has changed - when country has changed - when network has changed - etc... Just tell me if you are interested and I will provide you all detail information - and a test access to the gateway server to the mobile network... It is a very simple application - and I gues in 1 day you are done... I expect to have that application done for 200,- USDollar... The website design can be any style - where it would be nice if it even doesn´t look like a text-only application and working with the tool makes some fun... not just because of the funny features, but also because of the look and feel of the software...
