Photo Batch Resize.

I need a Jpeg reziser that will give a precise size. I get a bunch of JPEG passport size photos - i need to resize them by width and hight in pixels of 148 x 174 and at the same time i have to ensure that the file is exactly between 3.1 and 3.8kb. We want to be able to select a batch of photos - and resize them. We are aware of this and currently use JPEGSizerfrom tangotools but i have yet to find a sizer that will rezise to a specific file size. JPEGSizer - allows us to give a range - hence we give 3-4KB. But photos will only work if between 3.2and 3.89kb. If anyone know about this - then you gesture of sharing knowledge will be appreciated. If you would like payment for giving information of a readily available app -= we are fine with that too - please just bid.
