Need my own REDDIT website

I effectively need my own password protected Reddit, albeit much simpler functionality. The site will be used by 10-15 writers who will each make 2-4 posts a month. So, user functionality will be required, but the site will be used by a select number of people. Private site… must be logged in to use. The functionality will be pretty straight forward and as follows: Users need to be able to create posts, including “title” and “body” sections. The main page of the site should show the title of each post along with the ability to up and down vote to the left of each post. Clicking “title” navigates the user to the full page where they can read the “body” of the post. There will be an Admin user and also normal users Normal users will have a finite number of up and down vote credits granted to them (e.g., 5 up votes and 2 down votes). Vote credits for each user are replenished every two weeks (capping the amount of voting each user can conduct on an every two-week basis) Users can not up or down vote their own posts Admin will have general admin features of the site (e.g., creating users, editing number of vote credits granted to each user per two-week period, etc) Bids will only be considered if they include a general, high-level description of the proposed development process in a PM or bid description. *No generic bids with freelancer description.*
