I need someone to develop an app for my portal

I process high volume evictions. The client sends me the data and emails me the documents like leases. I am wanting a web based system for them to log into and fill in data and submit documents and update their files. I want to then export that data to me in my own office system via csv . What I want is for my apartment managers to be able to go to my website and have a place to log into. They would have their own Client Page. On that page I want them to see messages form my office. I want them to see if I have requested documents. I also want them to be able to submit a new case. They would fill in all the blanks and choose several drop down fields. They would then submit it for approval. They would also attach any documents like a lease and or ledger or photos or some other PDF document for that case. They would have some documents that the system creates for them to sign after the case is accepted. Then all that data is exported to my office desk top PC that is my server. I do not have any server software. I would then import that data to my system. Meanwhile I want the client to update the status of the case they filed. For example: they submit a property for eviction. They type in the address and name of the property. They submit all the lease documents. We accept the file and create an affidavit they must sign for our office to file the case into court. We file the case and receive a court date. We update the portal so the clients can log into their page and see the information. They can then give us a status like the renter has paid and request us to stop the case or some other information. I don’t have anything other than a website right now and my desktop that acts like a server that we can import data via CSV at anytime automatically. I need a web database and some software that does the work as described. I am attorney not a software person.
