according to our experience, https:// is not MANDATE to you connect paypal. we have been using with http + paypal. I would suggest that the best option is to get SSL certificate and add the certificates parameter to virtual host settings. Even at my local, tested with paypal transaction and got IPN successfully. Try if not possible by you we shall complete it for you as per the proposal I provided.
