website with 3 level access for workspace ledger

I would like to manage ledgers (similar to bank account), for every ledger I need a workspace. WORKSPACE: every workspace needs 1) an internal chat, 2) a document repository 3) to do list ACCESS: 1) User could access only to his workspace. 2) the Admin could access and manage all workspace, 3) Member (a sort of second admin) could add only new transaction in the ledger, add document, manage to do list. Member can't open new workspace, cancel transactions. LEDGER: Every ledger is related to an entity (company or trust).1) the Ledger could have cash is and cash out (transactions) 2) for every transaction I need a description (matters) 3) for every transaction I need a counterpart (payee information) 4) Every ledger could print out a statement in PDF check the attached screen shot as reference, please do a better design.
