Basic Web application to read QR Code to send content to PHP or Python server script

Web based application intended to be a minimal “shell” or “prototype. It should be as simply written as possible for easy learning and modification by me. It should 1. provide option to set the application in English, French, German mode based on an extendable drop-down list of language choices. List of languages specified in client side application by a variable in Language,Abbreviation format say as Languages = “ EN=English,FR=French, GE=German” so I should be able easily modify that. 2. once a language choice was set that should be remembered locally and should be changeable by user if needed via the Web page with same drop-down list and a Set Language button etc. 3. obtain a QR code from built-in camera 4. scan the code 5. send the code and the abbreviated language code (example: EN) to a simplePHP or Python Web server application 6. the application should send back to the browser file for automatic disaply an HTML file with content based on user language choice. The generated Web page content should be very simple – for example Language: English: Code: 123456bc where 123456bc is the scanned QR code
