Building a SEO Team for tons of work small & large

I'm looking for a team which can service my SEO needs. I have 10 teams right now and have sent tons of work to them. I'm seeing bad results and higher prices than I want to pay. I'm looking for a SEO company which can provide white hat, grey hat and some times blackhat. I need a CHEAP solutions. I have 5-10 sites a month which come into que. Some times they only need a push for ranking. Some times they need off page only SEO. Some times they need full on page and off page You get the point. I have tons of different SEO needed. I'm looking for results and I know how to do SEO myself. I don't have time to manage all the site myself. So I'm looking for a team to work for my company.
