I am soliciting bids to create a user generated content website the allows users to browse pictures submitted by other users and rate those pictures based on attractiveness. Users who wish to set up a login id (the user’s email address) and password gain the ability to send private communication to other registered users. Registered users also have the ability to submit their own pictures (accompanied by some basic biographical information) to be rated by other users. At this basic level, the site would work similarly to the popular website hotornot.com. The proposed website would have an additional feature not used by hotornot.com. When submitting pictures to be rated, each user must affiliate themselves with a specific group. The website would then use the ratings submitted by users to automatically perform two sets of rankings. First, each user who submitted a picture would be ranked within the group they affiliated themselves with. Second, the average ratings of the top 30 members of each group would be computed so that the groups could be ranked against each other. In essence, there would be two competitions taking place on the website: 1) individual users would be competing against other users within their group and 2) groups would be competing against other groups. Users of the site would have the ability browse user profiles and rate other users using a variety of filters including a random shuffle. This site would require a database to hold picture files and biographical information. Pictures and text would all be displayed on the website in order of ranking, with the most attractive groups/users displayed the most prominently. I would like a quote for the development and design of the site. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). In order to reduce the future content development and maintenace costs and eliminate licensing costs we would like to evaluate the use of an open source content management system. This will enable this web property to have greater development and deployment flexibility after the initial site is completed. The basic features that the content management system (CMS) must contain are the administration and publishing of site content. The other features that are require are listed below.1. Separate site content from structure and design. The look and feel should be able to be updated through the CMS with out affecting the content of the site. 2. Templating to establish common structure of pages. 3. Quicy creation of production content with no programming skills required 4. Configurable users, groups, and role based access restrictions. 5. Content is stored in a database. 6. Dynamic content. We have evaluated Typo3 ([[login to view URL]][1]), Magnolia (<[login to view URL]>), and Liferay ([[login to view URL]][2]). The products appear to be compeling choices but we are open to other suggestions as long as they enable us to administrate and publish content to our web properties. ## Platform Would like recommendations. I want an open source content management platform (see Deliverables for more details). Please include what type of system you recommend. Program language preferred: Java **Would also need a application build for Facebook and Myspace that would link to the site.
