Cell Phone Locating/Activating

Hi, Part of my project involves and need to be able to Ping/connect to a cell phone, wake it up if in sleep mode, and transmit a location within a hunderd feet or so by cell triangulation (or other means like GPS), anywhere in the world that has cell service. I imagion that an SMS/Text message that can be sent for free could wake up phone (as long as the battery is charged) and phone could do it's calculation with cell towers/GPS and send coordinates back via SMS/Text so that a program could map it out on let's say Google maps. Also, I would think there are programs or programmers out there that already do this. Thanks in advance.
