Your requirements have 3 problems. 1 - Making it work as a server can greatly limit which targets will actually be infected. In view of the IPv4 shortage, almost all providers use CGNAT for their users, which will prevent you from connecting to them I can get around this problem by changing the order a bit: Create a VPN where the client connects to a central server (yours) and allows routing for his connection. 2 - "Also hide from task manager running apps" - Taskmanager will list all running processes, there is no way to escape this. The only way to make this work would be to create a driver which leads to another problem: Drivers need to be digitally signed by some Microsoft licensed authority in order to be installed silently. 3 - To fulfill the other requirements the program needs to be started with administrator permissions. This can be done by pairing your proxy with some other program that would normally run as an administrator. (Combining the program with an installer of a common program is a good idea) If you are ok with both requirements we can talk to decide other details.
