C# Project: OpenGL, DirectX, OCC? Geometric Shape Canvas.

I need a simple project which uses opengl, directx, open cascade or any technology to render geometric shapes. I need to draw a simple part through program through a series of lines, arcs, and circles. The parts will have external and internal contour. Then I need to render so part looks like metal. This can be in a 2D/3D environment. If third party components are used, they must be open source. You must create functions to create line, arc, circle entities, to create closed polygon shapes to render. I am looking for someone who has already done similar project. Please provide info on what you will use to complete this project. Visual samples in the bid would also be very convincing.
