Windows virtual print driver / software / smart splitter2

We need a Windows Virtual Printer driver, so that our software can print to it. At all times, the Virtual Print driver shall act as a pass through driver to a specific network printer. (for example the Virtual Printer driver will receive the print job contents, and forward it to a specific IP address.
